to any great extent whatever faction may establish

itself in power. The general point of view of the

Chinese must also, I think, meet with the sympathy of

fair minded people. The extra territorial system was

intended to protect white residents in China from

judicial customs and a legal procedure to which they

were not accustomed. But although such considerations

could not apply to the Chinese themselves, the system

has in fact been used to withdraw large numbers of

Chinese from the jurisdiction of the native authori-

ties. The natives of the country who have thus been

able to acquire legally, or to but fraudulently, a

technical dual nationality have never hesitated to

abuse it to the full, claiming either Chinese or

foreign privileges as suited their circumstances at

the time, and finding no lack of foreigners, chiefly

foreign legal practitioners, to abet them in their

activities. Many authorities and much evidence can be

quoted for this statement, and my own experience in

dealing with such cases is copious, but there is

already a voluminous correspondence on the subject and

I will not burden this despatch with repetitions.

6. The Chinese who settle in the British Colonies

and Dominions may make desirable and law abiding

citizens. On the other hand, they prosper exceedingly

under the good government which they cannot obtain at

home, but they accept these benefits without emotion
